Either The 3D Game Maker (I once had the Lite Version and it was hilariousness when you're only about 9.) or Game Maker (the true free one), which was easily more versatile but difficult to get to grips to at first.

I'd really suggest investing in Adobe Flash and creating your games that way, but it's up to you. You could get it as freeware, I suppose

You can make basic games in a piece of freeware called Scratch (http://scratch.mit.edu/) - It is pretty basic but you could probably make what you want in it.

http://www.greenfoot.org/ is actually really rather good to start out making games on, although you will be using java. It's really easy to get the hang of, there's plenty of examples as well. Had to use it at college
This is our situation and we're happy to be here,
I wouldn't change this place for anything.

I think learning abit about JAVA, and then follow some tutorials regarding making simple games (start small) is the way to go.

The website above is actually a BASIC like syntax game creating program - pretty neat actually.
I'm not crazy, ask my toaster.
