I agree, the big red dot does look like a recording button,
Looks like a timer as well, not too sure why that would be a condition though..
Or it's a 'has been recording for x amount of seconds' or something like that..

I don't think this is an item which has actually been made by Sulake, otherwise it would have been posted by now.
It does look similar to this though, in a way :
