Can UN observers end the cycle of violence?

As the UN security council debates a resolution to send 30 monitors into Syria to monitor the ceasefire between Syrian government forces and the opposition fighters, the shelling and gunfire continues.

We are under no illusion here that we have come to the end of this conflict

They are not interested in dialogue, they are not interested in any of the six points of the Annan mission. They will treat all of this as a very useful diplomatic game that they will spin out as long as possible for their own purposes. But nothing is going to happen to change things in Syria until the balance of power on the ground changes

What do you think? Should UN send 30 monitors into Syria for ceasefire or should they stop interrupting other people's business and let Syria deal with it themselves?
