If you recive a click and buy charge back ban. Is it true all you have to do to get unbanned is buy the charged back credits owed?

All depends, were you the person who initiated the charges? I've heard that if you have spare credits in your purse that you may use them to cover the amount owing.

Before It bans you it does the kerching noise and says -(credits) In my case 50 ;l
Thats what confused me cause i was doing an alteration and i thought someone had bought me credits. so in confusion i opened the page and i got banned ;l lol

Wow, that's weird.. never heard of it. Possibly someone has found a way to buy you credits and it automatically bans you once you get them. That's just totally odd.
