How do I change my taskbar colour?

I know you normally change it by right-clicking personalize etc, but when I do it doesn't have the option...

You can't change the colour on Windows 7 Basic, you have to switch to Aero and the setting will be there

as laura said you can't use it on windows basic, if you change from windows basic then where it currently says 'Window colour' clicking in that theres the options to pick the colour

Also do you really need a desktop background of your name
