Ok, what I need is a drop down so what i will have is

then it will say Click here to view the TOS.

So its half a Iframe but a drop down. So they click and the TOS drop down on the page.

But I dont want the drop down text bit in the forum text. I want it to be read from somewhre else like tos.php

And then they would click again to make it disapear
