k um. i repped someone like; an hour ago. i tried to rep that person again and it let me. it didnt say i had to spread. whys that.

This maybe due to you have rep'd X amount of people after Rep'ing this user, i think when you rep 20 users and then goto rep the user you did "1-hour ago" it allows you, so this maybe the reason

oh haha i've found the reason out. nevermind; was quite simple actually.

someone can close this cause it wont let me.

The maximum amount of people a person can give reputation to is 10 per day, and you must rep at least 20 people before you can give reputation to that person again, therefore that explaination doesn't work as Kaye said she gave this person rep points only an hour ago, when it would take at least 2/3 days to be able to rep them again.
