Not player mods but jagex mods have their own server for testing out new skills such as farming before it came out, currently they're testing out carpentry i believe

You can create your own server..you could call ''scripters/hackers'' do that and they can create phats etc. on it but it's pointless really nobody can see it except if you take screenie and show others plus they're all alone on private servers. You can also make yourself into pmod or jagex one ^_^ but it's pointless like I said.
