I think it might be for the hobba celebrations, on the secret page it says that some events are Hobba only.

Maybe un-released public rooms are available for staff only until they release it to the public?

ohh yes the hobba partys, some full room records might get braked there. most ppl in 1 rooms [that i know of] is 50. When gorillaz came to the hotel.
