You need any bow that you can string with your level, bow string, get your bow and string out, click the bow then the string and you got a stringed bow!

Also, Im level 5/6 Fletching if that's the level you mean? :]

You go to Seers Village and you'll find a flax area near it, that you pick up all the flax you can then you go to a spinning wheel and then you turn all the flax into bow strings
