can u explain to me why i have no rep power when i have 4/5 good reps 1 bad rep and 2 grey reps? cos im slightly confused

You need atleast 10 Rep for 1 Rep power, the higher the Rep power the more rep you can add on/take off som1

Because you have to get a certain ammount of positive green rep's before your reputation bar will increase.
I don't know the specific number but I'm asuming you don't have over 10... You need more than that.
Other things can affect reputation points like post ammojnt (Every 2500) and joining dates (Every year = one rep)
