Can anyone code my layout?

Could anyone code my layout for my official habbo fansite; thehabbos.com?

It needs to be coded in expanding tables
It also needs to be sliced..

The nav needs to work like this:
There are two navs, one main across the top with Home, Community Safety etc... If you click one of them link a sub nav is on the left of the layout so the sub nav changes depending what section of the site your on..

Confusing.. yeah ;]

Also I wouldn't code this dudes layouts because his last hosting company, i worked for and we got numerous of complaints of him stealing layouts ect. with proof.

So just a heads up :d
