You might aswell make ure forum a habbo forum. Most teens don't play habbo.
It's good maybe to avdertise once every so often. But when your advertising all the time it's spamming and also I think ure taking advantage of this forum.

There is a lack of skill on that forum, and also a problem with design. The shout box should be placed at the top as it would be the first thing the users see, and then more people will use it more, not placed down the bottom where they have to scroll to see it.

Also, the forum looks like a stock VBulletin forum with little extra's added onto it, you really should make it esthetically pleasing as typical teenagers are attracted to images and not vast amounts of text.

Also, this forum has been advertised way too much on this forum, I could possibly count 10 times or more easily, that is also a way of putting users off from viewing your forum.
