Possibly because you are not a staff member and therefore can't be trusted as much. As Dannie quite rightly says Jin is working on one which will be made availible to download from the site.

I would suggest that you contact him before completing any more work on your project and see if he will allow your design to be posted as well. No point working for no reason.
