PRobably lessers, but you should be 55 combat at least if you want to stay a long time, therefore getting a drop..

for the wizards tower youll need alot of laws to use telegraphic grab

You dont, just dont use the laws unless you get rune med helm drop, which you might get 1/2 in a long trip
