Unhappy How can I close this website down?

I have reason to believe a website that you host has stolen work from my portfolio, and claimed it as there own. And also has illegally paid me from a paypal account that doesn't belong to him. I have all the evidence you need to close down his website. The main website is www.mile-city.com/forum but it is hosted by the same person. Who is hosted by you. The website is www.smart-hosting.com.

    I sent that email to www.rapid-host.com ( who hosts smart-hosting )

They have paid me through paypal, and then reversed the transaction after they recieved the 7 hour long piece of pixel art I did for them. And then he even paid for it on someone else's account.

The next day, he emailed me about having some more stuff made for him, and I asked him why he reversed my paypal ect. Then he got really worried that he'd been caught, and blocked me.

So I sent him a few emails saying i'd report him to paypal ( which I will )
And also get his website host to close down his website. ( which I need to do )

I just need to know, who should I contact to close the website down. And are my reasons good enough to close it down? Im so annoyed
