    Photoshop, Paint possibly For Starters... Dreamweaver For coding

    Jasc Paint Shop Pro

    For: Layouts

    Macromedia Fireworks (Unless you know how to use it effectivly)

    For: Coding layouts

    I suggest using Photoshop for starters as it's much easier then say MacFireworks.
