i aint played in a long time, i've started a new pure.

do i need str for scimmy's etc, or do i need attack first, i want 40 att and like 50+ str, then after i can get 60 att when high level etc.

its pure str and range + mage, too.

Ancinets Mage , my mate has a lvl 56 with Ancinets and 83 Range it owns.

Yes you need attack to wield weapons. Rune is 40 attack. Dragon is 60 attack.

I think this is the awnser to your question. To wield a scimmy you don't need any strength. I.E. If I had 40 attack and 1 strength, I'd still be able to wield a Rune Scimitar. Hope that awnsers your question.
