Err was fishing and went to bank my sharks and there was a level 108 figthing a level 90 called double agent or secret agent or something like that.

No, he's part of the new batch of clues. You have to wear certain things and do an emote at a certain location.
I've only done level1 clue ones, but the 3's attack you.
