Yes it is members only. It's dropped by one of the dagannoth kings however I can't remember which one atm, I think its the prime but dont quote me on it

its not worth getting if your thinking about it just do lunar quest and get a free a ring like 1 stat off the seers ring.

only get the ring if you can afford it and have money left over its not worth it if you spend all you got on it
