well theres a program on www.windowsmarketplace.com called ultimate paint (search for it). Its supposed to be good for that sort of thing although I havnt really tried yet.

the gimp. =] hard to learn, but you can do some really great stuff on it.

Almost everyone uses Photoshop cs2 to make layouts even the professional sites use it.

Photoshop CS2 is very good
