Erm im quite sure you cant buy bows off other people only seed's and to turn it into a bow you need to do the quest..

I'm pretty sure you can buy off other players, but I think you need to complete the quests. I'm hoping to get one but i cba getting 50+ agility! :[

You can buy a new one off other players, but you need to do Roving elves.

You CAN buy off other players if there NEW. You go to the person if completed roving elves, and buy one for 900K wich is tradable. But u need 50Agility and u need to have done roving elves quest too weild.
