How do people make layouts/templates for a website?

Try making on in fireworks/photoshop then import it into photoshop and slice it in web and HTML only and then go to dreamweaver add your text, iframes ect in the gaps/spaces you left for that content etc and have mess around with it in Dreamweaver?

If you want to make pixel layouts try paint first then go onto photoshop and fireworks, i use fireworks to make my layouts as i find it easier.

Then after slice it in fireworks and code it in dreamweaver.
