Pokemon Pearl Gyms

I just got to the city with the fasion show and the Gym leader in that town isn't there. How do I get to battle that gym? Is it like Pokemon Blue and Red, where you can't fight in that gym until you get the 7 others?

go to the mining place, i went there, couldnt find the leader, then went back and the leader was there again
