1. Jack you cant just say that, you'll have to pay before hand.
2. you'd have to buy the domain and hosting which costs £15-£40 Together
3. plus the £65 or so for the Vbulletin forum software.
4. then pay someone or make the vbulletin skin.

It takes alot of hard work - From experience you cant just say you'll pay someone to do it for you.
or if you did pay someone. you'd need to give them £60+ forehand.

I hope you understand what im trying to say.
