Been told it was 30, some say no requirements..

Also can someone buy me some and I'll pay more than what you pay for em?
I believe there is a shop in Al kharid that sells them.

I think you need to do "The Feud"

you need to do the feud quest, its a good quest and gives lots of thieving xp
