People rep you by clicking on the
button then clicking "I Approve" or "I Disapprove" then leave a comment, if they leave an "I Approve" comment then you gain rep points, which in turn lets your rep power get higher and more rep blocks.
To get your first power you need 25 posts.

how many do i need for like 4 rep blocks?

Every 200 is 1 power, 100 is a block.

so 100 posts would enable me to get 4 rep powers? as 4*25 = 100?

No, Your rep power (1) isnt activated till you have 25 posts, after your rep is activated you can gain rep power from users repping you, You'd need
100 Points = 1 Power + 2 Blocks
200 Points = 2 Power + 2 Blocks
300 Points = 2 Power + 3 Blocks
400 Points = 3 Power + 3 Blocks
etc
