"Car cruising" website design

Hi,

My friend is paying me to set up a new site for him to do with "car cruising". I have no idea what the site is about myself, but I came up with this design for it. I'm not that good at professional layouts at the moment, but I personally like this design.

I REALLY struggled to do the graphics at the top, but I think I pulled off the design idea
