Herblore

In order to use the skill of Herblore, you must have completed the Drudric Ritual Quest.

Introduction.
In order to make a potion using Herblore you must have three things, 1st ingredient, 2nd ingredient, and water or coconut milk filled vial.
To see the ingredients you need, just open up your stats and click on Herblore.
Here are some locations of buying vials of water:
East Ardougne - 10gp - Stock: ∞
Mort'ton - 10gp - Stock: ∞
Shilo Village - 10gp - Stock: ∞

To obtain ingredients, these are some of the NPCs who drop them.

Man (level-2), Woman (level-2), Cave Bug (level-6), Dark Warrior (level-8), Warrior (level-9, 24), Thug (level-10), Chaos Druid (level-13), Rogue (level-15), Skeleton (level-13, 21, 22, 25, 45), Zombie (level-13, 18, 24, 25), Bandit (level-22), Cave Crawler (level-23), Flesh Crawler (level-28, 35, 41), Banshee (level-23), Hill Giant (level-28), White Knight (level-31), tribesman (level-32), Druid (level-33), Black Knight (level-33), Speedy Keith (level-34), Black Heather (level-34), Donny the Lad (level-34), Air, Earth, Fire, Water Elemental (level-35, 34), Hobgoblin (level-28, 42), Chaos Druid Warrior (level-37), Cockatrice (level-37), Moss Giant (level- 42), Shadow Warrior (level-48), Earth Warrior (level-51), Ice Warrior (level-57), Paladin (level-59), Basilisk (level-61), Salarin the Twisted (level-70), Bloodvelds (level-76), Lesser Demon (level-82), Turoth (level-83, 85, 87), Fire Giant (level-86), Aberrant Specters (level-96), Kurask (level-106), Ice Queen (level-111), Blue Dragon (level-111), Black Demon (level-172), Black Dragon (level-227).

Skill Guide!

Level 3 - 12
At the beginning of your Herblore career, you should level up pretty quick.
I suggest making Attack Potions untill level 12.

To do so you will need the items listed below.
57 Water Filled Vials
57 Guam Leaves
57 Eye Of Newts
Make the 57 Attack Potions and continue with the guide!

Level 12 - 30
At this level, you will want to make Strength Potions.

Items needed will be:
236 Water Filled Vials
236 Tarromin
236 Limpwurt Roots
After you have all items needed, make the potions, and you will be at level 30 Herblore!

Level 30 - 38
This level you can make Defence Potions, but I would not recommend it.
White berries are far to expensive.
You should make Energy Potions untill level 38.

Items needed:
253 Water Filled Vials
253 Chocolate Dusts
253 Harrlander
Make the potions and you'll be level 36!

Level 36 - 50
You might be thinking "what a big gap?". Well, sure, you could start doing supers in a minute, but that will cost much much more than making prayer potions. Prayer potions are easy to get the items needed and sell for high!

Items needed are:
811 Water Filled Vials
811 Ranarr Weeds
811 Snape Grass
This will take about an hour - two hours to finish, so be patient.

Level 50 - 70
Now is when Herblore gets to be very boring and very costly.
If you are running short on cash, make some lower level potions and sell them untill you have enough cash to continue.

Now you will need:
5631 Water Filled Vials
5631 Avantoe
5631 Snape Grass
Make Fishing Potions untill you run out of items, and you will be at level 70. This will take roughly 20 hours to complete.

Level 70 - 99
This now is entirely up to you on what you do! This is my suggestion for getting to 99 though. Super Restore Potions!
Items Needed:
86,598 Water Filled Vials
86,598 Snapdragons
86,598 Red Spider Eggs

Congrats! If you've followed this guide, you've reached 99 Herblore!

I know fishing pots don't sell well, you can probs trash em after you're done with em, you don't spend much on them anyways.
It's just a fast way.
You make the money doing prayer and super restore.

It's alright, but people could do super defences to 99 or Sara brews.
Crushed nests(can't remember what's the other ingredient) are like 1k, and brews sell for 2k, so you're making a bit of a profit there.
