i think its when the colours arent a pure white, and if youve read the rules of the billboard comps, it needs to have a pure white bg, otherwise it will show colours like that, whereas if the bit outside the billboard was a pure white, you wouldnt be able to see it.

You don't need to remove the background if you cbb cause habbo usually do it for you. But they obviously haven't done it here.
