Realms?

I was reading through the guide thing and it talked about Realms dedicated to PVP. But can you do PvP in any realm, just @ a designated place?

also whats the best race to be?

PvP realms mean you can kill anyone anywhere more or less.
You can PvP in other realms but you both have to be flaged (Have PvP toggled on). You can PvP in any battlegrounds in any realm though. ;P
