Imo its frost because of ice barrier at 40 and frostbite and the 40% movement decrease since you can get more hits in before it even touches you

i would say fire because it does more damager
BUT
frost slows them down and if you play properly it shouldn't reach you.i r gnome mage

I'd say frost after 40, then get your fire on at 70.

That's not to say frost isn't for 70 though, or PvP.

im a 70 frost mage, and have been a frost mage since 40. Some say it's bad for raiding but im not bothering with respeccing and stuff. I'm not really bothered for now, waiting for wotlk ;D
