Default How hard would this be? - Staff List Panel

Well were thinking of adding a staff list manager to our site, but were wanting it advanced.

It allows you to add catalogues with a description.
When you add some one to the staff list, it gives you the option to for a custom user title or category default e.g:
    Custom: Owner
    Category Default: News Reporter

On the edit page, it has a feature like MySpace friends, where you can drag and drop the user for different ordering.

I don't have much knowledge of JavaScript, only PHP. So would you say this would be hard for me to make without the knolege of JavaScript?

The only slightly difficult part would be the Javascript sortable. There are tutorials on it though.
