Reminds of a Habbo site, mainly because of the boxes.
When the white clashes into the grey gradient, it looks horrible.

It still needs a lot of work, for a second layout its not terrible - things I would recommend doing:

• Try experimenting with less, eye-melting colours - Vibrancy is good but it needs to be used in small doses!
• Filler Text is a wonderful thing - It lets us see how the site would look with actual content, would be nice if you included some! (http://www.lipsum.com/)
• The layout its self looks like a habbo layout due to its seemingly pixel nature, have a look at some Photoshop tutorials and have a go making a more "professional" design.
• You need to make sure stuff is aligned and also ensure there are no "errors" - For example, in the left bar you have a pixel error.
• Inspiration is a great thing! See a nice layout, take some inspiration from it. I like to make a kind of "collage" with pieces from sites that I like and then I try to inject some of my own personal feelings!

So yeah Some tips I guess lol!
