    Hey I'm trying to find Harry Potter and the phils stone but I can't find any ROM website that actually just gives it to you, any suggestions?

    You can't find it because PS1 games don't use ROMs. They use disc images and I can't seem to find a torrent of it either.

    You don't need to change regions on an emulator.
