IMO it's an internet rumour started by a guy on BlueVibe, who to be honest, has never got anything wrong yet. He said he's having a medical today however I'll believe it when I see it comfirmed he's signed. He was going to Everton, had the medical done then found out City placed a bid and changed his mind before you could say "Bluemoon". To answer your question, if it happens it will be a very good signing.
