    Is there any need for it to be public if only the thread creator and admins can reply in them?

    The staff complaints one is private so staff can't take revenge or whatever on people, but the general complaints one should be private too imo, there's not really a need for other people to be able to see it - though it does stop multiple threads on the same thing?

    Making it public makes it clear that management read them and are trying to help resolve any problems and ensures that there aren't loads of threads about the same thing.
