Is it possible to make a sub domain, and other people can manage their sub-domain via a user & pw on cpanel?

mhmm, just password protect the dir using .htaccess (it's a built-in option for cpanel users) or you can code your own.

It's not posible to let them have a cpanel account on your SUBDOMAIN account unless your a reseller the best you can do is FTP with a HTA. File..
