    If your port forwarding then just goto manage connections on your OS, right click the connection > properties and fill it all in under TCP/IP

    Start > Network > Network and Sharing Center > Manage Network Connections > Right click your connection > Properties > Click once on "Internet Protocol TCP/IP v4" then click Properties > Switch to Manual and fill 'em in.

    i think it depends entirely on what ISP you use, some offer static IPs, others offer dynamic
