I noticed that as well. Can you create yourself an account from the admin control panel?

In the admin control panel, go to vBulletin Options and something along the lines of Recaptcha either disable it or tinker with the settings =D

in ACP, expand "vBulletin options", and go to "Human Verification options", you cna choose your form of verification. Use reCaptcha or something
