    I've notices that some of the stars under peoples names have changed, i know how to move up the ranks etc but im just wondering why only some people have the 3-d better looking ones

    Everyone has them.
    Unless they are VIP{+}/Donator then you can't see them.

    It may take a while for you to see them but you should be able to soon.
