Quickest is probably to power-mine iron in Al Kharid. But if you are a member then mine it just north from Yanille and then possibly bank or drop if you like.
Is a hippopotamus a hippopotamus or just a really cool opotamous?

If you've done Shilo I think is the quest (I haven't played in ages) then if you mine gems it's fairly quick and good experience.
That's why we seize the moment, try to freeze it and own it, squeeze it and hold it cause we consider these minutes golden.

On Topic: Non-Members power mine south of Varrock. Members, mine south of Lumbridge. I guess you could do both in members or non members

If you have an Enchanted water tiara then the quarry south of Bandit Camp in the desert is the best place to powermine.

The best experience at your level would be to powermine iron.
North west of Ardourgne there are three iron rocks close to each other, so you can keep mining and dropping the ores without moving.
If you want to bank the iron, then you can mine North of Yanille.
