What I want to know is:
What Operating system do I need?
    Software that I need?
    The price, if any

That really did not help because I downloaded the WAMP thing and I don't understand it, perhaps you could explain?

I strongly recommend you don't attempt to host a public website from your house as your home internet connection will simply not be able to support the traffic. Also hosting a server may be against your ISP's TOS.

Ive checked with my ISP and they say its fine plus I will not be getting that many people visit my site to slow it down.

I really wouldn't make your own server. If anything, get 00freehost or 00freeweb, it's one of them. 100% free and amazing web hosting. Just got to buy a domain.

Can you please stop advising me not to do it because I want to because it means I will use my old computer instead of letting it go to waste, just tell me how to make it in the first place.

I understand that you want to host one, but the big problem is power. In order to access it from the web, it will need to be switched on, so to view it 24/7, you will need to be turned on 24/7. Powering that I imagine is very expensive.

Power is the least of my worries, I just want my own website for free!
