Does anybody know why when you use layers on MS Front Page why it looks good in IE but crap in google chrome.

Avoid front page. It's an awful, awful way of creating web pages.
Ex-janitor. Might pop in from time to time, otherwise you can grab all my information from http://jamesy.me.uk/
