Vbulletin Forum website help

Hey there i am thinking of buying vbulletin for 12 months however my question is that when you buy vbulletin license do you make your forum website after you downloaded it?

Oh and to actually answer the question, you should a website first but techinically you could buy hosting afterwards, but that would be very unorganised.
