i need to issue a refund, however i withdrew the paypal balance. Since my balance is empty, i cant do that, and need to wait for it to transfer to my bank account and then transfer it back again. WHY cant i just use my bank account to refund her? How much do i need in my paypal to allow paypal to take it from my bank account?

You can, but it has to go through PayPal.

However, if you have a card connected to your PayPal account it will take it out of your account and you won't have to do 2 steps, only 1. At least, that's how my PayPal account works.

That will just take a few days. They put a couple of small amounts in your bank account and you have to just tell them what the amounts are. They then verify your bank account.
