Not my cup of tea, look for more advanced stuff like gradients, transparant images...

The image you've used is poor to say the least.

It's not really a layout.... Doing a quick google search... and look at www.midkent.ac.uk and http://www.mbs.ac.uk/

    See the difference?

If it wasn't for the fact that it said past GCSE results I would've thought it was a primary school website...

I don't like it. It's bland, there's nothing "exciting" about it and it makes the college look cheap... (no offence :|)

As the other guys said - try using gradients and curves. Curves are good.

or if you want to stick to blocks, try something like this:
    http://www.issaquah.wednet.edu/

    Just not so much content.

It's gradually becoming more acceptable for a school website to be stylish, whereas older school websites were much like yours.

Keep up the hard work and you'll be there soon.
