Why is it that nearly all department managers get a job at HxHD when apps arnt even open, it's not really fair?

Applications don't have to be open to hire people, it can be simply because that person has been with the department before and if they wish to return to the department and everyone is happy about that then they can do so. There is also recommendations, where HxHD Staff can recommend people who think they will do a good job and if there is a slight space then they can be hired that way.
