Not necessarily. You can get Windows 7 Full Versions:

e.g. Windows 7 Home Premium, Full Version (£109.95)
    http://www.amazon.co.uk/Microsoft-Wi...8311375&sr=8-2

However, as some people may suggest, you can easily use an Upgrade Version by installing the OS twice. You install it once to install the OS, and again to validate it because you can not clean install an Upgrade edition (but it will think you're upgrading Home Prem. with itself )

e.g. Windows 7 Home Premium, Upgrade Version (£80.85)
    http://www.amazon.co.uk/Microsoft-Wi...8311375&sr=8-3

There are cheaper places, Amazon was just used as an example. Others' may mention where to get the best deals, like software4students.co.uk etc.

EDIT: I'm also assuming they've not made it so you can avoid paying out for the full version by buying the upgrade version (which is about £25+ cheaper).

If you're making it then technically you're a system builder / original equipment manufacturer so you could just buy an OEM edition instead. No pretty box but all the features.

Why don't you just get them to put it on for you?
