You got muted because someone reported you and the Guardians decided that your actions were worthy of a mute. Guardians can only take action on the user that has been reported and not on anyone else, regardless of how many users in a room are breaking the Habbo Way.

No they arent perfect. Most of them will abuse their powers "for teh lolz" or to boost and therefore will just negative anything.
